What do we do?

• Establish and develop, within the scope of the competences of the General Administration of the State, the control regime necessary to verify compliance with Law 12/2013, of 2 August, on measures to improve the functioning of the food chain.
• To carry out the appropriate checks on complaints of non-compliance with the provisions of this law that are submitted to them and instruct the corresponding sanctioning procedure to formulate the appropriate motion for a resolution to the competent authority of the Ministry of Agriculture, Food and Environment, or to transfer them to the National Competition Commission along with the actions carried out.
• Initiate ex officio the appropriate sanctioning procedure for irregularities that continue in the exercise of their functions that imply breaches of the provisions of this law and, after the corresponding instruction, propose to the competent authority the appropriate resolution or, where appropriate, file a complaint with the National Competition Commission duly documented.
• Cooperate with the regional control authorities and coordinate the Cooperation Committee.

Sanctioning competence of AICA

AICA has the power of sanction within the scope of its competences (General State Administration):

• When the parties have their social headquarters in different autonomous communities.
• Due to the foreseeable traceability (the intended destination for the products to be sold by the operator under investigation, when this involves a clear supra-autonomous area).
• When one of the parties does not have its main registered office in Spain.

• Manage and maintain information systems in the olive oil and table olives, wine and dairy sectors.
• Coordinate with the autonomous communities the Control Plans aimed at verifying the veracity of the data incorporated into the information system from the declarations made by operators in the olive, wine and dairy sector (SIMO, INFOVI and INFOLAC).
• Initiate and instruct the sanctioning procedure derived from the complaints filed by the interprofessional organizations for non-compliance with the payments of the mandatory contributions established in the extension of the norm (olive oil, table olive, olive oil, INLAC (dairy), OIVE (wine).
